An Education Programme for Employment and Social Cohesion in Montenegro, February 2007 - August 2008

In February 2007, dvv international (then under the name of IIZ/DVV) and the Montenegrin Roma Scholarship Foundation (FSR - Fondacija za stipendiranje Roma) started a joint project to promote literacy and employability of Roma in Montenegro.

The project was to run for 18 months. It was funded chiefly by European tax payers through the European Agency for Reconstruction (EAR).

The core idea of the project was educating a group of about 75 young adults in several towns throughout the country, and thereby demonstrate to the public, and especially to state institutions and policy makers, that education programmes for illiterate adults are feasible and have a long term effect to improve societal integration.

To this end, dvv international and FSR invited to the project two additional partners: the Montenegrin VET Agency (Centar za stučno obrazovanje) – which is the body supervising VET activities in Montenegro – and the Montenegrin Employment Agency (Zavod za zapošljavanje).

Despite various difficulties faced during the implementation, the project was finished successfully in August 2008 with 60 young adult Roma having achieved a certificate of elementary education equivalent to four years of elementary school. Six participants received certificates on education equivalent to two years of elementary school. Moreover, 61 participants had passed a vocational training course in one of eight vocations at Level II of the Montenegrin VET system, and received the certificates. Many participants had also taken the chance to learn using a computer and to do their driving licence.

The project had received a lot of public attention, and state institutions had begun to use the model for their own projects.

This book describes the project, its achievements, and some of the problems which the team had to overcome during implementation.

German Introduction

Im Februar 2007 begann ein Gemeinschaftsprojekt von dvv international und der montenegrinischen Fondacija za stipendiranje Roma (FSR, Roma Scholarship Foundation).

Sein Ziel war, Grundbildung und Beschäftigungsfähigkeit bei Roma in Montenegro zu erhöhen und dabei ein Beispiel zu setzen, wie solche Projekte konkret umgesetzt werden können.

Das Projekt war angelegt auf 18 Monate. Finanziert wurde es zum größten Teil aus europäischen Steuergeldern, ausgezahlt über die European Agency for Reconstruction, EAR).

Die Kernidee des Projektes war es, einer Gruppe von etwa 75 jungen Erwachsenen in mehreren Städten des Landes ein konzentriertes Ausbildungsprogramm anzubieten.

Zielgruppe des Projekts waren Personen, die die Grundschule nicht abgeschlossen hatten (praktisch Analphabeten) und als arbeitslos gemeldet waren. Das Programm sollte ihnen den Einstieg in den regulären Arbeitsmarkt ermöglichen. Darüberhinaus sollte auch gezeigt werden, wie Bildungsprogramme für Analphabeten mit Erfolg so durchführbar sind, dass sie den sozialen Zusammenhalt stärken. Diese Botschaft war insbesondere an staatliche Einrichtungen gerichtet, die im Bildungsbereich tätig sind, und natürlich an die politischen Entscheidungsträger im Lande.

Zu diesem Zweck schlossen sich dvv international und FSR zusammen mit zwei weiteren Partnern: der Berufsbildungsbehörde des Landes (Centar za stučno obrazovanje, CSO) und dem Arbeitsamt (Zavod za zapošljavanje, ZZZ).

Trotz einer Reihe von Schwierigkeiten, die im Verlauf der 18 Monate zu bewältigen waren, endete das Projekt im August 2008 mit Erfolg in fast allen Punkten: 60 junge Roma hatten einen Bildungs-Stand erreicht, der vier Jahren Grundschule entsprach. Sechs weitere hatten immerhin ein Niveau von zwei Jahren Grundschule erlangt. 61 Teilnehmer hatten eine berufliche Erstausbildung absolviert (in einem von acht angebotenen Berufen), die voll kompatibel ist mit dem Berufsbildungssystem in Montenegro.

Alle Bildungsstufen wurden dokumentiert mit den entsprechenden Zeugnissen des formalen Bildungssystems, so dass auch ein weiteres Fortschreiten auf dem Bildungsweg möglich wurde. Viele Teilnehmer hatten außerdem die Möglichkeit genutzt, sich erste IT-Kenntnisse anzueignen und eine Führerscheinprüfung abzulegen.

Das Projekt erfuhr erhebliche Aufmerksamkeit in der montenegrinischen Öffentlichkeit, und staatliche Einrichtungen hatten begonnen, die aufgezeigten Methoden in eigenen Projekten und Projektanträgen anzuwenden.

Dieses Buch stellt das Projekt vor, beschreibt, was erreicht wurde, und streift nicht zuletzt auch die Schwierigkeiten, die zu überwinden waren.
